The impact of energy projects on agricultural land in New York State
In Genesee and Niagara counties, the construction of large-scale solar power plants continues. According to plans, the Cider Solar Farm and Ridge View Solar Farm projects will occupy 4,000 and 2,000 acres of land, respectively. These areas have traditionally been used for growing corn and soybeans. According to reports, the state currently hosts energy complexes on approximately 11,000 acres that were previously certified as highly productive agricultural land.
Large-scale construction is raising concerns among conservationists. The Fort Edward project affects lands designated by the Department of Environmental Conservation as critical for bird nesting and the habitat of rare species, such as the short-eared owl and the endangered northern harrier. In addition, the development site encroaches on the habitats of 15 species of reptiles and amphibians.
The basis for these changes is the Climate Leadership and Community Protection Act (CLCPA) of 2019. The document establishes requirements for the transition to renewable energy sources, which must provide 70% of the state's electricity, and also provides for a 40% reduction in greenhouse gas emissions compared to 1990 levels and the creation of energy storage capacity of at least 3,000 megawatts. To implement the policy, Governor Kathy Hochul established the Office of Renewable Energy Siting and Electric Transmission.
Federal representatives, including Secretary of Agriculture Brooke Rollins, Environmental Protection Agency Administrator Lee Zeldin, and Small Business Administration head Kelly Loeffler, have expressed criticism of the current situation. They have opposed the approval of solar projects on productive agricultural lands, pointing to the insufficient application of federal standards when evaluating the use of these territories. In March, the governor adjusted the CLCPA policy to account for complaints received from rural communities and also introduced a moratorium of up to one year on new data centers with a capacity of more than 50 megawatts.
