The government is testing a digital system for tracking fertilizer sales through land registries.

The Ministry of Fertilizers is implementing a digital platform that links agrochemical purchase transactions with data from farmers' land ownership registries. As of July 31, testing was underway in 56 districts, with the overall program goal covering 80 districts. The system integrates a mobile application for product booking with existing point-of-sale (PoS) infrastructure operating under the Integrated Fertilizer Management System (iFMS).

The new system's mechanism assumes that a farmer confirms land ownership via their AgriStack account, after which they book the required volume of fertilizer. During the process, a QR code is generated, which allows for verifying the actual fertilizer requirement against the quantity actually purchased via PoS terminals. Data on land size, crops grown, and purchase volumes will help the state analyze the efficiency of subsidy distribution, which totals approximately 2 trillion rupees annually.

According to ministry representatives, pilot tests have revealed a number of technical difficulties. These include application glitches, errors in QR code generation, as well as problems with the correct display of AgriStack data and the identification of retail outlets. The ministry emphasizes that work to resolve these shortcomings is ongoing. At the same time, the option for farmers to make purchases in the traditional offline mode has been preserved.

Scaling the project nationwide will depend on the position of state governments and the results of consultations with stakeholders. In the state of Madhya Pradesh, the use of an electronic token system for fertilizer booking had to be suspended following farmer protests against the introduced restrictions on purchase volumes. The official launch of the integration of iFMS with databases of farmers, land registries, and crop information is scheduled for January 2026.

The agency's new strategy is aimed at transitioning from simply recording transactions to detailed monitoring of the supply chain: from production and import to distribution to specific retailers. This will allow for real-time tracking of product movement and the identification of shortages or atypical market trends at the national and regional levels.
