The National Assembly discussed reforming the policy on the use of high-altitude pastures.
Members of the National Assembly of the Federal Parliament held a meeting with expert Dhan Prasad Lamichhane to discuss the need for policy changes regarding kharka — high-altitude pastures. The meeting participants concluded that current legislation requires adjustments to resolve legal complexities and expand opportunities for the use of these territories.
CPN-UML legislator Somanath Poudel noted that the "Kharka Act, 2011" needs to be updated, as its previous implementation was limited due to a lack of authority among local management committees. According to him, the potential of pastures should be used comprehensively: not only for livestock, but also for the development of tourism and the cultivation of medicinal herbs.
Nepal Communist Party lawmaker Nar Bahadur Bista focused on the need for commercial production of valuable plants such as bhimal, aak, and allo. He believes that in order to stimulate exports and move away from imported raw materials, it is necessary to carry out reforms and integrate the provisions of the "Kharka Act" with the "Forest Act" and the "National Parks Act".
Security issues were also raised during the discussion. Nepali Congress legislator Padam Bahadur Pariyar emphasized that the commercial use of pastures, located primarily in border areas, requires special control to prevent potential abuses. In turn, Nepali Congress representative Yubaraj Sharma suggested focusing on supporting small-scale farms. In his opinion, if each household keeps a small number of sheep or other livestock, it will provide a significant increase in total production and strengthen the rural economy.
The outcome of the meeting confirmed that modernizing the regulatory framework is a necessary condition for making the use of kharka a driver of the country's economic development.
