The Climate Advisory Council criticized the agricultural sector's preparation for climate change.
According to a report by an independent government body, the current situation requires the Department of Agriculture to develop and implement a special set of tools for assessing climate risks at the level of individual plots of land. This set of measures must be ready within 12 months. Council Chair Alex White noted that farmers need practical support to adapt to extreme weather events, such as prolonged periods of precipitation, drought, wildfires, and heat stress, which negatively affect yield and feed base.
Experts emphasize that the sector, which is the largest source of greenhouse gas emissions in the country, shows insufficient momentum in reducing its figures. Over the past year, emissions decreased by only 0.2%, and by 4.7% over the last five years, which is significantly lower than the established commitment of a 25% reduction by 2030. Furthermore, reforestation targets have not been met for four consecutive years: less than a third of the plan was implemented last year, and in the first half of the current year, the pace has declined once again.
The report also notes issues with the implementation of innovations. Biomethane production from agricultural waste is lagging behind, and only 40% of the plan is expected to be fulfilled by 2030. There are no plans to implement measures for accelerated livestock feeding to reduce methane emissions, and the use of low-carbon fertilizer and feed additives is being adopted more slowly than scheduled. At the same time, recommendations for transitioning to a more sustainable diet, with a prevalence of plant-based products, have not been implemented.
Special attention is given to food security: 83% of fruits and vegetables are imported, and the number of commercial producers in the country has decreased from more than 600 in the 1990s to fewer than 70 at present. The council recommends revising support programs for fruit and vegetable production and considering the development of agrivoltaics — combining agricultural production with the installation of solar panels in fields. Minister of Agriculture Martin Heydon, in response to this, stated that the summer drought confirms the need to implement wider irrigation systems and improve the overall resilience of agriculture to weather anomalies.
