New legislation (S.10113/A.11217) aims to support small producers and develop the legal market in the state. Previously, such opportunities were available only to retail dispensaries working in partnership with cultivators and processors. Now, microbusiness owners have been granted the right to interact directly with consumers at Cannabis Showcase Events (CSE), which, according to the authorities, will help entrepreneurs establish a stronger market position.

Governor Kathy Hochul noted that the adopted measure helps create a level playing field for small businesses, expands citizens' access to regulated and safer products, and stimulates industry growth. Representatives of the Office of Cannabis Management emphasized that this step strengthens the entire supply chain and contributes to the development of the craft sector.

For their part, experts from the Marijuana Policy Project characterized the initiative as a balanced decision that integrates public safety concerns with support for producers. In their assessment, direct interaction between farmers and buyers, established through a market-based trading format, could become an example for other regions.

Support for the legislative initiative was also expressed by representatives of independent producers, including the NY Small Farma LTD association. Organization president Nicole Ricci emphasized that the new law allows small-scale operations to implement a "seed-to-sale" business model, ensuring them the necessary market access and economic sustainability.
